Accelerated Action Plan (AAP) For Reduction Of Stunting And Malnutrition Social Protection Unit Social Welfare Department Government Of Sindh

Technical And Support Staff Required

In order to check and reduce growing stunting among new born children by creating health consciousness and importance of nutrition among mothers, the Government of Sindh has approved multi-sectoral Accelerated Action Plan with Conditional Cash Transfer to the Pregnant and Lactating Women (PLW) as one of many interventions. To implement Health & Nutrition Conditional Cash Transfer (H&N CCT) Social Protection Unit (SPU) has been set up in Social Welfare Department, Government of Sindh. The SPU is mandated to design and implement H&N CCT for Pregnant and Lactating Women to motivate them for behavioral change and avail nutrition and immunization facilities from Government's local health facilities in order to reduce Stunting and Malnutrition in the province. A number of technical posts responsible for design and implementation of core technical components of the program are to be filled-in by SPU under World Bank's TA for the program. Applications are invited from highly motivated and enthusiastic Individuals bearing the domicile of Sindh province for the post(s) mentioned below "on purely contract basis on market-based & competitive package initially for one year to be renewed on the basis of performance till completion of the Project in 2021:

Position

Qualification / Experience

DIRECTOR (M&E, RESEARCH AND MANAGEMENT INFORMATION SYSTEM) One Post

Masters degree in development studies, public/business administration, project management, development planning, information systems, operations management or equivalent.

Minimum Experience: 10 years in public and/or private sector with provincial/ national international organization(s) demonstrating evidence of monitoring and evaluation; Candidates having experience of MIS systems implementation will be preferred.

·         Should have developed and implemented M&E strategies and framework for social sector programs;

·         A thorough practical knowledge of Project Management and project Recycle approach/concepts;

·         Should have excellent command on MS office and working knowledge of project scheduling and management software e.g. MS Project. Primavera etc.;

·         Strong familiarity with the provincial context, including different tiers of government and donor agencies operating in the area of Social Protection;

·         Written and oral fluency in Urdu and English. Knowledge of a regional language (Sindhi) will be considered a big plus;

·         Proven ability to work in a collaborative, multi-tier team environment; and Good communication, people management, and writing skills.

Max Age limit: 45 years.

DIRECTOR (OPERATIONS) One Post

Masters degree in public/business administration, public policy, project management) development planning, operations management, economics or equivalent. An internationally recognized project management certification e.g. Project Management Professional(R) (PMP) would be an added advantage:

Minimum experience: 10 years in public and/or private sector with provincial/ national international organization(s) demonstrating evidence of operations management, achieving results and graduation to responsible positions.

·         Should have excellent command on MS Office and working knowledge of project scheduling and management software e.g. MS Project. Primavera etc:

·         A thorough practical knowledge of Project Management and project lifecycle

·         Written and oral fluency in Urdu and English. Knowledge of regional language (Sindhi) will be considered as an advantage; and

·         Proven ability to work in a collaborative, multi-tier team environment; and good communication, people management, and writing skills.

Max Age limit: 45 years

DEPUTY DIRECTOR (ENROLMENT & COMPLIANCE) One Post

Masters degree in development studies, public/business administration, project management, development planning, operations management, social sciences or equivalent;

Minimum experience: 7 years in public and/or private sector with provincial national/international organization(s) demonstrating evidence of operations/ implementation of projects at the field level.

·         Should have excellent command on MS office and preferably working knowledge of project scheduling and management software e.g. MS Project, Primavera etc.;

·         Strong familiarity with the provincial context, including different tiers of government and donor agencies operating in the area of Social Protection;

·         Written and oral fluency in Urdu and English. Knowledge of regional language (Sindhi) will be an added advantage;

·         Proven ability to work in a collaborative, multi-tier team environment; and Good communication, people management, and writing skills.

DEPUTY DIRECTOR (MONITORING, EVALUATION & RESEARCH) One Post

Masters degree in economics, development studies public/business administration, management, social sciences or equivalent; Minimum experience: 7 years in public and/or private sector with provincial/ national/ international organization(s) in the field of monitoring, evaluation and research.

·         Hands-on knowledge of development and implementation of the programmatic monitoring and evaluation, including the tools and frameworks;

·         Should have excellent command on MS office and MIS based M&E tools;

·         Written and oral fluency in Urdu and English.

·         Proven ability to work in a collaborative, multi-tier team environment; and Good communication, people management, and writing skills.

Max Age limit: 40 years

DEPUTY DIRECTOR (PAYMENTS) One Post

Masters degree in public/business administration, economics, political science, financial management, accountancy or equivalent;

Minimum experience: 7 years in public and/or private sector with provincial national/ international organization(s) demonstrating evidence of financial management operations and Implementation of projects at field level.

·         Should have excellent command on MS office and working knowledge of financial management software;

·         Strong familiarity with the provincial context, including different tiers of government and donor agencies operating in the area of Social Protection;

·         Written and oral fluency in Urdu and English.

·         Proven ability to work in a collaborative, multi-tier team environment; and Good communication, people management, and writing skills.

Max Age limit: 40 years

DEPUTY DIRECTOR (SOCIAL MOBILIZATION, BENEFICIARY SERVICES AND COMMUNICATION) One Post

Masters degree in Mass Communication, Journalism, Media or equivalent;

Minimum experience: 7 years in public and/or private sector with provincial national/ international organization(s) demonstrating evidence of social mobilize-Lion, communication and/or beneficiary outreach at the strategic and field level.

·         Should have hands-on experience of developing and implementing communication and social mobilization strategies for the field operations;

·         Should have excellent command on MS office;

·         Strong familiarity with the provincial context, including different tiers of government and donor agencies operating in the area of Social Protection;

·         Written and oral fluency in Urdu, English and Sindh;

·         Proven ability to work in a collaborative, multi-tier team environment; and Good communication, people management, and writing skills.

ASSISTANT DIRECTOR (FIELD OPERATIONS) Two Posts - one each at district Tharparkar & Umerkot

Masters degree in economics, development studies public/business administration, social sciences or equivalent;

Minimum experience: 5 years in public and/or private sector with provincial/ national/ international organization(s) demonstrating evidence of operations management at field level.

·         Should have developed and implemented field operations including supervision and monitoring of the field operations;

·         Should have excellent command on MS office and preferably working knowledge of project scheduling and project management software;

·         Written and oral fluency in Urdu, English and Sindhi;

·         Proven ability to work in a collaborative, multi-tier team environment; and Good communication, people management, and writing skills;

·         Candidates holding Tharparkar and Umerkot's Domicile will be preferred.

ASSISTANT DIRECTOR (GRIEVANCES REDR ESSAL MECHANISM) One Post

Masters degree in economics. development studies, public/business administration. social sciences or equivalent;

Minimum experience: 5 years in public and/or private sector with provincial/ national/ international organization(s) demonstrating evidence of operations management at the field level.

·         Should have excellent command on MS office and preferably working knowledge of MIS;

ASSISTANT DIRECTOR (MONITORING, EVALUATION & RESEARCH) One Post

ASSISTANT DIRECTOR (MIS, IT AND SYSTEMS)

One Post

BS in Computer Science, Computer Engineering or Masters in Information Technology or equivalent;

Minimum experience: 5 years in public and/or private sector with provincial/ national./ international organization(s) demonstrating evidence of managing information systems.

·         Extensive Web, Windows Services, Encryption, application development in .Net/VC, C ;

·         Proven database programming with PL SQL (2 years), SQL / Optimization (expert level), Oracle I SQL Server (Large Scale Systems);

·         Knowledge and experience using the ORACLE database are desirable. Knowledge and experience in JAVA is preferable.

·         Written and oral fluency in Urdu and English;

·         Proven ability to work in a collaborative, multi-tier team environment; and Good communication. people management, and writing skills.

Private Secretary (PS) / Support Staff

Ten Posts

Bachelors degree in any discipline with proficiency in Computer skills. Minimum experience: 2 years experience of working in similar capacity in any public and/or private sector organization(s).

·         Should have excellent command on MS Office; and good typing speed/skills. Knowledge of Shorthand will be considered as a big plus:

·         Written and oral fluency in Urdu and English. Knowledge of regional language (Sindhi) will be considered a big plus;

·         Should have excellent communication and interpersonal skills.

Max Age limit: 30 years
