Expression of Interest

Ministry of \environment invites technical and financial proposals from the interested national and international firms with detailed experience/expertise to implement the Project titled "Conversion of Polythene Bags, Waste Rubber Tyres, Waste Rubber/Plastics into Light \fuel Oil (Diesel) through Microwave Technology" (at Lahore) as joint venture (public sector 60% and private sector 40%) for implementation and execution of the project.

Under this project a de-polymerization technology will be installed which will provide safest system for disposal of polythene bags, waste rubber tyres, other plastics and rubbers with practically no impact on the environment. 
The systems will de-polymerize the plastics and rubbers into Carbon Black, Activated Carbon, Light Fuel Oil Scrap Metal and Gaseous Hydrocarbons.

The proposed de-polymerization technology is based on the latest microwave de-polymerization process (MIDEPOL) which produces consistent higher quality end products.  In this technology the microwave de-polymerization (MIDEPOL) process will be used that is more efficient than the conventional thermal type technologies.  The MIDEPOL produces consistent higher quality end products, thus even a smaller scale plant is economically viable.  The proposed plant will have the capacity of handling 10 tons of rubbers and plastics per day equivalent to about 1,000 normal vehicle tyres per day.

The interested firms should submit their technical and financial proposals within 15 days along with following details to the undersigned:

  1. Identification of the firm/profile.

  2. Registration with Pakistan Engineering Council.

  3. Memorandum & Articles of Association.

  4. Detail of similar work already done.

  5. Detail of technical and professional staff.

  6. Commercial viability of the project and selection of site be included in the financial proposal.

  7. The technical proposal must also contain the overall environmental up-gradation aspects besides operational and work methods.

  8. The project should be a Clean Development Mechanism (CDM) qualified project.

  9. Audit report for the last three years, financial soundness certificate by the bank and copy of GST registration certificate.

  10. A bid bond amounting to US$ 15,000/- must be accompanied with the proposal.  The proposal without the bid bond will not be considered.

  11. Affidavit that the firm is not black listed by any Government Department.

  12. Ministry of Environment reserves the right to reject any proposal without assigning any reason.

Only short listed firms will be invited to make a presentation on the proposal to the Ministry of Environment, giving details of financial projections and analytical work involved.
