Service of Consulting Firm for Data Management Exercise of Annual School Census
2011-12
The
Education Department, Government of Sindh has received financing from the World
Bank towards the cost of the Sindh Education Sector Project and intends to
apply part of the proceeds for consulting services. The Reform Support Unit,
Education and Literacy Department, Govt. of Sindh, requires the services of
reputable consulting firms to undertake Data Management for Annual School
Census (ASC) 2011-12.
- To Develop
comprehensive data entry solution that provide:
- Compatible Database
design with existing ASC databases.
- Well defined data
entry protocols, documentation and data entry system to ensure accuracy
in entered data.
- Coordinate and manage
Annual School Census 2011-12 questionnaire retrieval from districts and
reports recovery status.
- Built user interface
to query data.
- Standard report
generation modules.
- Management of ASC
2011-12 Forms.
Scope
of Services:
1.
The primary aim of this exercise is to enter the data of ASC with
procedures which are in line with inter-national standards and agreed by ED/RSU
with 100% accuracy and develop SQL database and reporting module based on the
data collected through ASC 2011-12.
2.
The key task of the firm/agency/organization will be to:
a.
The firm will develop core data entry software. Data entry system is
proposed to be designed for supporting the double data entry to ensure the
maximum accuracy in data entry.
b.
Develop the database in SQL Server with all entry modules in .Net
platform (C /VB,Net).
c.
The data entry will cover approximately 52,000 schools (6 pages proforma)
in all 23 districts.
For
these activities, Education Department, the Government of Sindh, invites
expression of interest from eligible Consulting Firms which meet following
criteria:
1.
Firm registered under relevant laws;
2.
Overall demonstrable experience of 10 years (from the date of
registration) showing satisfactory performance with cost of successfully
completed project;
3.
have requisite skills and demonstrable experience of similar work.
The
eligible consulting firms should provide brochures, description of similar
assignments, experience in similar conditions, and availability of appropriate
skills among permanent and other staff, copy of registration, present
organogram. The interested firms are required to send all the above mentioned
documents in hard and soft formats to the address mentioned below.
Consulting
firm will be selected in accordance with the Consultants; Qualification (CQS)
procedure set out in World Bank’s Guidelines: Selection and Employment of
Consultants by World Bank borrowers, October, 2006 (updated)
Expression
of Interest (EoI) must be delivered to the address on or before 10th
of January, 2012. The detailed terms of reference (ToRs) are available on
