AID Project Management Specialist – Health – Lahore (1 Position) FSN – 11 (Salary: Rs. 2099,601 p.a. to Rs. 3,892,926 p.a.)

EDUCATION: Completion of an advanced degree in Public Health (MPh, MBBS, or equivalent), public policy, or a related social science is required. Additional Degrees in management, anthropology, communications, or their equivalent is desirable.

EXPERIENCE: Five to seven years of progressively responsible, professionl-level experience in public health, including project design, program planning, management monitoring and evaluation, or implementation is required. Preferably at least two years of the required experience will be in development work with donor agencies, GoP organizations, or private sector institutions.

LANGUAGE: Level IV (fluent) English and Urdu language proficiency, speaking and writing, as well as spoken Punjabi Level IV (Fluent) are required.

KNOWLEDGE: In-depth professional knowledge, or the ability to quickly gain such knowledge of development principles, concepts, and practices as they relate to the assignment, and to development programs in Pakistan and the Punjab Province is required. In addition, knowledge and under-standing of the economic, political, social, and cultural characteristics of Pakistan; development problems, resources, and resource constraints, and the development prospects and priorities of Pakistan and the assigned the development prospects and priorities of Pakistan and the assigned regions is a necessary component of job requirements. The specialist must have a good knowledge, of the potential to acquire such knowledge, of legislation, policy, and practice relating to development assistance; programming policies, regulations, procedures, and documentation; and, off the objectives, methodology, and status of assigned activities. Knowledge and understanding of the organization and respective roles of relevant structures with in the GoP, in order to enhance effective communication and to develop consensus on program/project/activity strategy and implementation plans is necessary; as is an in-depth knowledge of GoP institutions, policy direction, objectives, and priorities relating activities in the health sector is essential.

ABILITIES & SKILLS: The ability to plan, organize, manage and evaluate program activities is desired. Bilingual verbal communication skills, tact and diplomacy are required in order to establish and develop sustainable working relations, and a high level of trust, with senior and mid-level GoP officials, and with public and private organizations in the health sector. Excellent writing skills are required in order to prepare regular and ad hoc reports, project documentation, and briefing papers. Analytical ability sufficient to interpret public policies, assist in the development of revised policies, and to develop and manage budgets is required. The ability to work effectively in a team environment is required. Proficient computer skills are required, including fluency in Word Processing, Power Point, and Excel.

AID Development Assistance Specialist – Budget- Islamabad. (1 Position) FSN-10 (Salary: Rs. 1648,291 p.a. to Rs. 3,035,435 p.a.)

EDUCATION: Completion of a Bachelors Degree, or the local equivalent, in finance, economics, accounting, business management, or a related field.

EXPERIENCE: Tree to five years of progressively responsible, professional-level experience in financial management in the public or private sector is required. Experience creating and maintaining budget spread-sheets and working with Excel is essential. Experience working with donor agency, an Implementing Partner, an international firm, the GoP, or an NGO in the field of financial management issues is highly desirable.

LANGUAGE: Level IV (fluent) English language proficiency, speaking and writing, as well as Level IV written and spoken Urdu language is highly desirable.

KNOWLEDGE: Knowledge of the principles and accepted practices of business financial accounting, budgeting, and reporting, and familiarity with practical accounting principles, practices, and terminology, and GoP policies which bears on assistance programs. The potential to rapidly acquire knowledge of legislation relating to development assistance, including programming policies, regulations, procedures, and documents, and a solid working knowledge of budgeting, accounting and monitoring systems, is required. Understanding of DG program goals in Pakistan, and a Familiarity with best practices in project design, development, and/or evaluation, is desirable.

ABILITIES & SKILLS: The work requires excellent judgment, development analytical and interpersonal skills, and strong organizational ability. The Specialist must be able to obtain, analyze, and evaluate a variety of data; organize, interpret, and present the data in a meaningful oral or written form for varied audiences; and, provide solid analysis leading to sound financial decisions. The ability to draft factual and interpretive memos, providing clear and well supported recommendations, and to provide objective information and advice is required. The ability to develop and maintain cordial, professional relationships, and to work in a team environment, is demanded. A high degree of computer literacy is required, including the ability to create and manipulate and present a variety of data to different audiences; and, to utilize office technology for increased productivity and to develop and manage complex accounting and control systems.

AID Project Management Specialist- Gender- Islamabad (1 Position) FSN-11 (Salary: Rs 2,099,601 p.a. to Rs. 3,892,926 p.a.)

EDUCAITON: A Bachelors degree in development, public policy, public administration, social sciences, or a related field required. An advanced degree in any of these or related specialties, and specific training related to gender issues is desired.

EXPERIENCE: A minimum of five years of progressively responsible professional experience in international development organizations is required, with at least two years work directly related to gender issues desired. Work should have included experience designing and/or implementing development projects and / or training programs on gender related issues.

Experience in program implementation, design, monitoring and evaluation, and other related development activities is required.

LANGUADGE: Level IV English (fluent proficiency), in both written and spoken English, is required; Level IV (fluent proficiency) in Urdu is required.

KNOELEDGE: An in-depth knowledge of a broad range of DG and gender issues, or the ability to quickly gain such in-depth knowledge, is essential. Knowledge of the specific DG and gender issues in Pakistan generally, including gender mainstreaming, gender in development, gender inclusion, gender and Islam, and gender in the Pakistani context.

Knowledge of the strategies, programs, and working methodologies of other donor agencies (both bi- and multi-lateral) in the DG sector in Pakistan is highly desirable. Knowledge of issues relating to overall development in Pakistan generally, and its strengths and vulnerabilities is also essential.

ABILITIES & SKILLS: Work requires excellent computer skills (Work, Excel, database and spreadsheet, PowerPoint); familiarity with web-based applications and newsletter software is highly desirable. Demonstrated Leadership and communication skills are necessary; including excellent writing ability; the ability to compose correspondence in English, prepare reports, and prepare budgets using MS office software; and, excellent verbal communication skills, such as the ability to plan annual events and programs, and set goals, targets and benchmarks are needed. The ability to analyze issues based on reading, discussion, and observation in order to provide prompt and succinct written and oral recommendations, options, and strategies, is required. The ability to take initiative, identify priorities, and manage time and multiple responsibilities effectively, to meet deadlines, and to achieve results in a team-oriented environment is required.

Secretary – OIG – Islamabad. (2 Positions) FSN-8 (Salary: Rs. 740,606 p.a. to Rs. 1355,831 p.a.)

EDUCATION: Bachelor’s degree or host country equivalent formal education in a relevant field required. Formal Secretarial training is desired.

EXPERIENCE: The candidate must have at least three years of progressively responsible experience an a office secretary, an administrative assistant or office manager. Experience in related work with donor organizations, host-government organization, or private-sector institution are highly desired.

LANGUAGE: Level IV (fluent) English and Urdu language proficiency, speaking and writing, is required.

KNOWLEDGE: The secretary should have general knowledge of standard office regulations and procedures, and of good office management practices, and be knowledgeable, or able to quickly become knowledgeable, of overall OIG front responsibilities and activities, as well as possess a very good knowledge of regular office  procedures and practices. The Secretary must have an excellent understanding of file management, mail handling, and correspondence formatting.

ABILITIIES & SKILLS: The Secretary must be proficient in keyboarding, including at least Level II typing ability (40 words per minute), and in operating computers with standard software, including Microsoft Words, Excel PowerPoint, Outlook, and other software programs as designated.
