Dualisation of Hyderabad-Mirpurkhas Road

on a Design, Build, Finance, Operate & Transfer / Own Basis

• Government of Sindh through its Public Private Partnership (PPP) Unit, is soliciting Expression of Interest from well reputed national and international firms/developers to undertake the ''Dualisation of Hyderabad-Mirpurkhas Road (having a length of 67 kilometers and a width of 24 feet) (the ''Project)'' on Public Private Partnership (PPP) basis. This is one of the most strategic roads in the province being the major corridor towards the Thar Coal Fields and is a gateway to a high level of economic activities in this part of the province.

• The firms/developer will be responsible for the Designing, Building, Financing, Operation and Transfer /Own the Project, and can be a single company or a consortium of entities that have or can bring together the different skills and resources needed to successfully undertake the Project.
• Interested developers are invited to submit an EOI to the PPP Unit, Government of Sindh which sho9uld include the following:

     a. Company profile which shows current activities, background of key shareholders and management structur5e, along with evidence of incorporation.

     b. Audited reports including Balance Sheets and Income Statements for the last 3 years

    c. Structure of the consortium, if applicable

   d. Experience within the last 5 years related to the designing, building, financing, operation and transfer of similar infrastructure projects in Pakistan or other countries

   e. Contact person with address/contact details.

• PPP Unit will issue a request for proposal (RFP) to all interested firms in due course of time against a non-refundable fee of Rs.500,000/- only. The RFP shall contain all necessary details such as terms of concession, indicative cost of project, pay back analysis and RoW etc.
• The last date for receipt of an EOI is October 5, 2008.
• The Government of Sindh reserves the right to accept all or reject any or all EOls without assigning any reason(s) thereof.
• Further information/clarification may be obtained from the office of the Focal person at the PPP Unit, Government of Sindh on any working day during working hours.
